Dr. Hilary Barker

Hilary Barker serves as the State Director for Career and Technical Education for the Wisconsin Technical College System (WTCS), where she informs statewide policy, program quality, and strategic initiatives that strengthen career pathways across Wisconsin. A passionate advocate for Open Education, Hilary leads efforts to expand the use of Open Educational Resources (OER) to ensure course materials are closely aligned with competencies, responsive to employer needs, and accessible to students at no cost. She has guided the development of the WTCS OER Network and now administers statewide OER grants supported through successful state funding requests, helping colleges advance high‑quality, accessible, and affordable learning opportunities.
