Kelly Carpenter

Kelly has been an Instructional Designer at Moraine Park Technical College (MPTC) since 2024, where she also manages the WTCS OER Grant and leads MPTC’s OER initiative. With more than 15 years of experience in the Wisconsin Technical College System, she has been a long-standing advocate for open education and information accessibility.

Prior to joining MPTC, Kelly spent a decade as Library Manager at Lakeshore Technical College before transitioning into the role of Director of the Teaching & Learning Center. In that role, she led OER and Zero Textbook Cost (ZTC) initiatives, helping students save more than $2 million in textbook costs. Kelly holds a Master’s in Library & Information Science (MLIS) from UW–Milwaukee, a Bachelor of Science in Education (BSE) from UW–Whitewater, and an Instructional Designer Certificate from the Online Learning Consortium (OLC).
